I am using Windows Spotlight but keep having same issue. I boot PC up in the morning and the Spotlight image appears on sign-in screen. After the computer is up and running, I'll check the Personalization > Lock Screen > Background setting and drop down menu is set for Picture instead of Windows Spotlight and the sign-in screen will change to the Picture that is loaded if I lock the screen (WIN+L). I change setting to Windows Spotlight and press WIN+L and sign back in. All works find and the image will change during the day. Shut down PC and boot up and background switched from Windows Spotlight to Picture.
I have re-registered the Spotlight app, run sfc /scannow and used dism /restorehealth command but the issue still persists. This is not a big deal because I have no other issues with Windows 10. It is just ANNOYING. Also had similar issue with version 1709. Any suggestions?
