I constantly get a Windows Update notification that the machine will restart, even after I successfully updated Windows 10.
The fix I found was to go into Settings, Update and Security and then Advanced Options.
Once in Advanced Options I turn on Pause Updates then I immediately unpause updates.
Windows 10 Updates then checks for updates and the warning and notice of a pending restart is gone.
I notice this only happens on my AMD machines, even running the current and latest drivers. I have 2 AMD desktops and 1 Intel based desktop.
I write this post because web searches, even to this very community, are so fragmented giving suggestions from Safeboot to Refresh to deleting profiles in the registry at Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList\.
I hope this works for you. Feel free to discuss.
