Desktop and windows start menu keeps flashing and turns on and off

When i start my system of windows 8.1or 8 and then sign in it keep flashing and windows and desktop keeps on going on and off. I tried to start in safe mode but it keep on continuing in the safe mode also.but i got to i open desktop once but that time also i was not able to oprn start menu.so please help me and now i am not able to open windows also.so please help me.
