Very slow disk write (Normal disk read) Server 2016 Standard

Fresh install of Server 2016

Fresh Samsung 960 Pro

Seq read speeds normal at 3200mb/s

Seq write speeds 200~240mb/s

When booting cmd from install USB, "copy" does 4.6GB file in ~4seconds (writing to the same disk as read, cmd after logged in is also slow in write speeds)

Disk to same disk can burst to 1gb/s, but slows to under 200mb after a few gb.


I suppose it's a Windows 2016 issue since it's normal on recovery cmd? I have checked the write cache is not on.
