Windows 2012 - One or several parent features are disabled

I am trying to install the Bitclocker Drive Encryption feature on a Win2012 Essentials server. I have tried using the GUI and Powershell but always receive the following: One or several parent features are disabled so current feature can not be enabled. Error 0xc004000d. Other Windows Features install fine. Any assistance is greatly appreciated.
