Disable Firewall and Network Discovery

Within a Windows 2016 terminal server, I need to disable local firewall AND Network Discovery to address a printing issue. Disabling the local domain firewall enables network discovery and turning off network discovery enables the local firewall.

I need to disable both. Is this possible?

Summary of problem...

We recently discovered a printing problem with our users where they randomly can't print to the network mapped IP printers. We found dual print queues where on a single printer instance, there represents multiple queues. This somehow is attributed to network discover for when we turn it off, the printer issue is addressed. However, we have our own custom alerting system running in our terminal server environment that requires the local firewall to be off. It is not an option to enable the local firewall since we will be deploying hundreds of Windows 2016 terminal servers in the near future.

Upshot is that I need to disable both local firewall AND Network discovery.

Can this be accomplished?
