Creating "dummy" copies of files by creating a text file with the same name and extension

I have a folder where thousands of files are located, so that if I redownload a file I already have, my internet browser will recognize it as a duplicate and won't download it again


The problem is I want to sort my files without losing that functionality, and without creating actual copies which will take up double the space.


I created a "dummy" copy of a file by creating a text document, and giving it the same name/extension as the file, which seems to do the trick for my purposes. Windows recognizes the "dummy" as it would the real file, it takes up no space, and it allows me to move actual files around.


The problem is that I have thousands of files that I would have to manually copy/paste the names of. Is there an existing way to automate this somehow?
