Is Windows Backup supposed to create a mirror of the folders it backs up?

New to Windows Backup, I first began using it 2 days ago to backup all my data to a 2 TB external drive. I was impressed how it managed to make a perfect copy in a relatively short space of time and noted the following day how incremental changes were being added automatically.

Since yesterday however, it has stopped working on an automatic basis although I can still trigger it to backup manually (this subject has been covered in a separate post).

There is one thing that is puzzling me though. I note that all files I delete are NOT deleted in the backups which means I am accumulating useless data on the backup drive. Is this normal operation for Windows Backup or is the fact that deleted files are NOT being removed signalling yet another issue?
