My Text Selection Isn't Transparent

Hello, so recently I have been playing with regedit and changing some features, such as mouse and highlighter. It was fine at first but after I used some programs such as Chrome, Word and Notepad, I started to realise that my text selection tool is NOT transparent but rather a solid color. If anyone has a soloution, feel free to comment.
