Problem with Window Installer package

I'm trying to update iTunes to retrieve my IPhone Backup and got an error about the restore program. Apple tech tried updating iTunes but got the error "Problem with Window Installer Package." He tried Repairing the program, uninstalling the program then installing the program and received the same error. Looking for solutions to the problem so I can retrieve my contacts and photo's.
