Windows Update Error 0x8024002e on all Server 2016 Standard machines

Hello, I have a new roll out of Windows 10 LTSB 2015 and Server 2016 Standard machines being prepared. We have them using client-side targeting to a WSUS server. The Windows 10 machines work well however all the Server 2016 machines are returning the following error: "There were some problems installing updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help: (0x8024002e)."

I have attempted the following resolution steps (https://support.microsoft.com/en-us/help/10164/fix-windows-update-errors):

  • Windows Update Troubleshooter - no results
  • Installing the Servicing Stack Update (SSU) kb4090914 - not applicable
  • Updating manually through April 2018 - no results
  • Ran "DISM.exe /Online /Cleanup-image /Restorehealth" and "sfc /scannow" - no results

I have also manually stopped wuauserv, cryptSvc, bits, and msiserver; renamed C:\Windows\SoftwareDistribution and C:\Windows\System32\catroot2; restarted the services; and rebooted with no luck, same error.

I am currently creating a blank Server 2016 Standard VM from MSDN to connect to the WSUS server to validate that its not just the WSUS server that is causing the issue, but after that I am running out of things to try. Any suggestions or help would be much appreciated.
