Missing Ctor.dll file

In an effort to view some old files from when I was in the Air Force, I downloaded IBMs Form Viewer. During installation I get a RunDLL error indicating Ctor.dll module could not be found. I updated my Virus software and ran a scan, no problems found. Then ran the System File Checker tool (SFC.exe), no problems found. Finally tried re-registering the .dll and my system reported no such file exists. Short of reinstalling the OS I'm not sure what else can be done. Any suggestions are greatly appreciated. Thanks.
