storage disc

hi, I am using an ibuypower computer. it contains two storage discs. one is 100 gb and the other is 950 gb. my 100gb disc is to full to download a 43gb game from steam. so I even change where the content gets downloaded to which is the 950gb disc. but everytime I click to download it, it will say storage is to full no matter what I do. which means that it is still downloading to the 100gb disc.
