Creating a custom touch keyboard layout for Windows 10 (1803 and onward)

I've been using the MSKLC for very long, and Windows 10 is rapidly changing fundamentally, because of the rewrite of components for UWP. From 1803, custom layouts created this way only show a full-size fluent design keyboard, instead of the nice touch keyboard, the small keyboard and other options that we have for "native" input methods.





Is there any way to create an official input method to change the position of keys or add special accented characters, with still have official support for the touch keyboard with the small, large, docked, etc. keyboards? Or better, customize the original inputs to add dead keys (e.g. Alt+A for à, etc.). For reference, here's the options I would like to have, as with an official touch input method.
