Wifi icon on bottom right will not open

Im having an issue with the WiFi icon in the bottom right corner not opening. It will attempt to load but after about 2 seconds it will no longer do anything. If right click and go to settings, and try to pull up available networks it does the same thing. The only way i can access available networks is on the startup screen when I reset the computer before I login.
