Download Folder disappeared to background

Yesterday, I had no problems accessing my downloads folder while my browser window (Chrome) was open. It would pop up in the foreground as usual then I could proceed with saving the file to the location I wanted it in. Today when I click on a downloaded file, it opens a window in the background...behind my browser screen. I have to minimize the browser to continue the download process. Please note that it is not just the downloads folder that is doing this. I can't even open the file explore in the foreground :( Any ideas on how to restore this?
