Scrolling on Login, Start Menu, and Browser Drop Downs

I have been having issues with a couple functions automatically scrolling when I try to use them or even mouse over them. The Date,Time, and Wifi seem to be scrolling or jumping on my login screen. My start menu just starts scrolling downward. Text boxes with predictive text and dropdowns scroll and won't open up. I have tried updating my mouse drivers, adjusting it's scroll, and I have tried a clean boot, and it was still occurring.
