File System Error -2147219196 after Windows 10 update in May 2018

Windows updated Friday, July 2, 2018 and now when I try to open .jpg attachments from Outlook 2010, Microsoft Photos opens for a second, then crashes.


I have tried restoring Photos. Nothing.


I am getting this error: File System Error -2147219196


Help, please. I use this many many times a day at work.
