windows exe files are not working. cmd.exe are not working. i can't run sfc \scannow , chkdsk , cmd etc.

Hello .



I am getting "the application was unable to start correctly 0xc0000142" error on server 2012. windows exe files in system32 are giving errors. cmd is not opening. I did regedit repair. But the problem didn't improve.


Please help me.
