Server 2016 Hot Add CPU in VMware gets BSOD "UNSUPPORTED PROCESSOR"

Server Version: Windows Server 2016 DataCenter v10.0.14393

Host Model: HP ProLiant BL460c Gen9

Host Processor Type: Intel Xeon CPU E5-2660 v3

ESXi Version: 6.0.0, 7504637

When adding a CPU from the VMware console the Server 2016 guest will crash with a BOSD saying "UNSUPPORTED PROCESSOR".

I believe I have narrowed it down to a recent update KB4284880. Once I removed this update I did not have any issues and a freshly build image did not have any issues until this update was installed.
