Windows 10 Retail

I have read a few threads on Windows 10 Home licensing. I would like a Microsoft representative to confirm that Windows 10 Home Retail licenses do not expire.

Meaning, if I buy a single Windows 10 Home Retail license, I will be able to install and activate on a single device the current and all future Windows 10 Home versions as long as Microsoft releases such versions. Therefore, whenever my current laptop or other device dies, I will be able to deactivate the Windows 10 Home on it, buy a new laptop or other device, and install and activate Windows 10 Home on it. And continue doing so as long as Microsoft releases and supports Windows 10 versions.

If this is true, I have to say, with the introduction of the Windows-OS-as-a-service model, I see no reason to buy a laptop with a Windows 10 OEM license. All laptops (and other devices) die at some point, and if I replace them, I'd have to pay for another Windows 10 OEM license. Or, am I missing something?
