I need to install 3.5 Net framework on win 8

I have win 8 64 bit and 4.5 Net framework was already installed

I try to install Arcgis 10.2 : it's need 3.5 sp1 Net framework or equevelant
so

1-

I checked 3.5 Net framework windows feature.

2-

I download 3.5 Net framework package from Download Microsoft .NET Framework 3.5 from Official Microsoft Download Center

I got the file dotNetFx35setup.exe with size 2891 kb

I try to open it as administrator but nothing happened

3-

I tried to get offline installer that read from c:/sources/sxs folder but it also fail



Please; Anyone can help me just step by step
