Slow internet with Windows 8.1

I own an HP envy, 3.2 Ghz, quad core, 12 Gb ram, 1.8 Tb hard drive. I pay for 150 mbps, internet speed for the envy is between 30 to 50 mbps, my S6 gets 150 mbps. I just spent three hours on the phone with microsoft support, to no avail. When will microsoft own this wide spreadproblem and provide a real solution to all these unsatisfied customers?
