Unable to install GUI to Core Server

I have just about tried all posts on the Internet


Install-WindowsFeature Server-Gui-Mgmt-Infra,Server-Gui-Shell


Install-WindowsFeature Server-GUI-Mgmt-Infra,Server-GUI-Shell -Restart -Source wim:e:\sources\install.wim:4

Server has full access to internet verified by downloading and installing updates

no luck, all updates are installed copied winsxs from other fully patched Server and also tried to no avail.

Can someone please give me some more insight?
