Trying to install pending Windows Updates on systems in a domain. All Server 2016 systems show updates available, but have the "Install Now" button (under Settings->Windows Update) greyed out.
At top of Updates window, in red letters it says "Some settings are managed by your organization." Just under greyed-out button, says "This option is managed by your organization."

GPO settings:
Do not display 'Install Updates and Shut Down' option in Shut Down Windows dialog box: Disabled
Do not adjust default option to 'Install Updates and Shut Down' in Shut Down Windows dialog box: Enabled
Configure Automatic Updates: Enabled, 3, 0, 3:00, Install updates for other Microsoft products (that last only checked during troubleshooting this issue)
Specify intranet Microsoft update service location: Enabled, first two blanks set to domain's WSUS server, third blank left empty
Automatic Updates detection frequency: Enabled, 2
Remove access to use all Windows Update features: Disabled
Allow non-administrators to receive update notifications: Disabled
Allow Automatic Updates immediate installation: Disabled
Turn on recommended updates via Automatic Updates: Enabled
Re-prompt for restart with scheduled installations: Enabled, 30

Server 2012 R2 servers in same domain can install updates using same GPO.
Another, near-identical domain I manage that has identical GPO settings (except for WSUS server address) is able to install updates without issues.
Any assistance appreciated.
