Camera app not working, cant see a picture

I have the Lenovo ideapad 310 laptop, it has IE 10 on it. When I open the camera app, nothing is showing up, just the picture of a camera with a slash through it. If i take a picture, it just does a screenshot of that. I have updated all the privacy settings to allow the app the use the camera and the light beside the camera is on when the app it open. Can someone please instruct me on how to access the camera features please? Thanks!
