DHCP Server on Windows Server 2016 do not load Callout Dll

We have Callout Dll for DHCP Server that works well on pre-2016 windows server. When we install our dll on 2016 server it looks like DHCP server ignores it at all.

Dll is 64bit.

CalloutEnabled is 1

CalloutDlls contains absolute path to the dll.

No events in Event Log about successful or failed attempt to load dll (event ID 1034 or 1033).

Is something changed in Windows Server 2016 related to DHCP Callout API?
