DHCP will only authorize when bindings are removed.

I've got an issue with DHCP, I've exported dhcp using powershell from an old server (also running 2012r2) it was running on, De-authorized said old server and disabled the DHCP server service.

I've run the dhcp-import in powershell at the destination server (this server is a freshly installed and fully updated server 2012 r2 server), added dynamic update registration credentials and attempted to authorize it. However it just sits there with the red down arrow. I've comeback to it an hour later and refreshed the mmc but it remains the same.

The Authorize option is still available when right clicking the server address. However if I run netsh dhcp show server from another machine on the network it shows the new dhcp server. If i right click dhcp and select 'manage authorized servers' it shows the server address as authorized. However the down arrow remains.

I've noticed if unbind the network interface in add/remove bindings I then get the green tick, but then it cant service addresses.

I've unauthorized it via 'manage authorized servers' and ran netsh again of which tells me there are no dhcp servers. Stopped the dhcp service and renamed the database in system32/dhcp however upon starting dhcp again everything returns as though the database was never renamed.

I've done the above again but this time deleting the server using the dhcp snap in and everything comes back again as if it were never deleted.

Finally I've done the above again but then used the server console to remove dhcp server role, restarted the server, re-added the dhcp server role and upon starting DHCP everything comes back again as if I'd never removed the dhcp server role. :(

The last thing I did was check configuration in ADSI edit and looked at 'net services' however it only contains CN-DhcpRoot and no old entries.

Any Ideas?
