Trying to 'Enable Recycle Bin' on my active directory, keep getting 'A referral was returned from the server'. Please help.

I am trying to enable the recycle bin on my active directory and keep getting the above message. My domain level is Server 2012R2 and my forest level is Server 2012R2. I have tried the operation both in the Gui and via PowerShell and get the error. I have tried running the command on both the Schema Master and the Domain Naming Master, it gives the same error on either one. See attached. 1300509.jpg
