Windows Admin Center Permissions Issue

Installed WAC as admin under Windows 10 1709 and 1803 (fresh). Run as admin on Win 10, do not get the certificate prompt, but it works. Logoff and logon as general user. Run WAC. Prompted for admin password - ok. But then get the HTTP 403 error message. Do not get prompted for certificates on first use.

Can you run WAC as a general user? Has anyone run WAC as a general user?

(using WAC 1804.25).
