4-Core VM - one core is hammered with 70%+ utilisation whereas the others are at 2-7%

Hope this is correct place to post this question; we have a Fujitsu server acting as HOST for three VMs. The O/S on the AD and the File Server machines is Windows Server 2003 - Recently we have noticed a degradation in performance (we are only three users) and on looking at Task Manager we see that one core is being hammered while the other three have hardly any usage. 4-cores was the Hyper-V default (I think) when we set up the VM - should we given the age of the O/S revert to a single or dual core?
