windows server 2016 - System Writer is missing

hi .

im runnig server 2016 with IIS and i assume that the TEMP.ASP.NET folder are full and reach the limitation.

that causing the SYSTEM WRITER to fail and i cannot backup the system state .

is there any way to solve this issue ? delete those folder will not help because we using cache services with it.
