Accent color stuck and can't change it

I am trying to change the Accent color but it is stuck on an old color (light grey), and no matter what color I set, nothing changes.

Is there a specific service I should reset as I can't restart the server because it is in production state.

There is no group policy settings changes, server is fully managed by itself.
