Restricting User to an application

Hello Friends,


I have an requirement where I want to restrict an user to an application. I want whenever the user logs in he should be limited to use say a single application say a notepad. Rest all should be disabled to the user like start menu, other programs which administrator has access to. Also option like shut down log off should be disabled for the user.
