We just did a clean install of Windows 2016 Server Standard with Desktop Experience. When we tried to search for updates, Windows Update almost immediately failed with error 0x8024500c. The logfile C:\Windows\SoftwareDistribution\ReportingEvents.log also said "Windows Update Client failed to detect with error 0x8024500c".
After a little bit of trial and error we found out, that our group policies where the problem. We use the policy setting "Do not include drivers with Windows Update" since we don't want driver updates via WSUS. As soon as we set it back to unconfigured, Windows Update works fine again.
I think this is a serious bug, drivers and software updates are two different things. Enabling that policy should not kill Windows Updates entirely.
