Can't migrate Windows 2016 Standard Server from eval to full license without internet connection

I'm trying to migrate a windows server 2016 (standard) from an eval license to a full license. I tried this

Dism /online /Set-Edition:ServerStandard /AcceptEula /ProductKey:<product key>

but it hangs at 10% done.

Now I don't have an internet connection on this device.

Does anyone have know how to activate the license with an internet connection?
