Windows Explorer Context Menu - New Folder Is Only Option

I am an Admin on Windows 2012 Server R2 machine. I just noticed recently, if I open certain folders in Windows Explorer and Right-Click => New, the only option available is New Folder. If I go into other folders, I get the full context menu with New Text document, words document, etc. I have full authority to each folder. Here is an example. If I am in the C:\temp folder, I only see the new folder option. If I then create a new folder c:\temp\New Folder, and try it in there, I get the full new context menu.
