my internet upload sppeds tank when using both on board NIC cards.

I need some help here and can't seem to find any good information on it. I have a Dell PowerEdge 2950 Rack Server 2 x 3.0GHz Dual / 32GB / RAID with windows server 2016 standard. there are 2 onboard NIC both gigabit. one is connected to our LAN 192.168.2.93 and the other is connected to a port on my cable modem with a static public IP from my isp. xx.xx.82.195. I am paying for a 240 by 15 connection. all have work fine for over 90 days. now I am having an issue where several time a day for an hour or better bu upload will drop to 4 or less same times less than 1/2 a megabyte. I unplugged everything and hooked back up one at a time to try and figure out. I have determined that all works fine until I plug the wire from the server to the modem with the public IP. it is driving me crazy. all is perfect speeds at 253 down and 15 to 17 up until I plug/reenable that nic. I cannot find any programs running that is using any real upload speed. plus when I unplug that wire the server still has internet access than the other nic. as far as the network goes I have the cable modem to edge max router pro to an unfi switch out to desktops. I also have an old 1000 Gbit trend switch for a few items that I have not yet got a second unifi switch for yet. I also only have 4 ports on the cable modem so one of the goes to a trend net 1000 Gbit switch and then to a device with public static ip I use 13 total. thanks in advance for your help, I just don't know what to do.
