MS Teaming - The LBFO feature is not currently enabled

Trying to add a NIC team through server manager on a Dell server with Broadcom NetXtreme NICs. Server 2016 Standard is installed. Error is "The LBFO feature is not currently enabled, or LBFO is not supported on this SKU." Teaming works fine on a different 2016 server. This server previously had the Broadcom management tool managing a team but that stopped working. Tried to update to the QLogic drivers and software but it also says teaming is not supported. This server also has an external storage array.
