Computer constantly freezes at second windows 10 wheel, how do I fix this?

Have had this problem for 6-7 months ever since whatever the windows 10 update was back then, I've tried every fix in the book including two fresh installs/ system resets of windows 10 which wiped my entire hard drive and all my data. Nothing has fixed the problem.


I've come to the conclusion its a windows 10 software issue. I built the desktop myself specs are: cpu intel i3 8100, gpu: aero itx rx560 4gb, ram: 2x4gb 2400mhz gskill gaming ram. 1tb hdd and a b360m-hdv motherboard and a 700 watt power supply my original os was windows 7, I then upgraded to windows 10 as soon as the free upgrade was offered. All parts are compatible with one another and new (also had this issue with my old setup on the same system) so it's not a hardware issue.


What used to happen once in a blue moon now happens every single time I turn off my computer, with the issue "fixing" itself sometimes after hours of constantly powering on/off my system but it usually takes days/weeks of constantly powering on/off my system few hours a day to finally load up windows only to freeze again next time I start up my system or it installs a update.


The problem: Every single time I power on my system it will almost always freeze at the second windows 10 wheel just before it loads the sign in screen, or it freezes just as the login screen is about to fully load. On top of this issue the automatic repair that starts up after every 3rd failed boot wont work as it does not accept my windows password even though it is correct (however once windows does eventually load and start normally it will! Go figure) Weird enough however it will boot into safemode through the troubleshooter but only safemode, not safemode with command prompt or safemode with networking as it will then freeze as if im booting it up normally. This does no good however as again it won't accept my windows password even though it is correct (when windows does eventually load up normally it will accept it).


I originally thought it was a hardware issue as when it froze at the wheel or at any point if I was to turn my monitor on and off I would then be met with a bright light green screen instead of the frozen black screen with the windows 10 wheel. Which points to a hardware issue, however after upgrading all my computer parts I still have the same issue. I've tried fresh installs, system resets, all troubleshooting tools through windows installation media (only way to do so as troubleshooter wont accept my correct password) system restores etc all to no avail. Im seriously considering completely wiping my system (For the third time) and buying a copy of windows 7, as this issue only started 6-7 months ago with whatever the windows 10 update version was at the time.


With the research i've done many people have had this problem/have this problem, with the fix (or no fix if youre unlucky) almost always being unique in each case. I have tried all of them and none have worked for me.


Seriously disappointed in you microsoft for bricking my system and many others with what looks like no fix in sight.
