Can't download app from Microsoft Store

I am trying to reload Netflix to my Surface Pro 3 running windows 8.1 and i keep getting Purchase Error, Sorry this app can't be installed because your PC might not meet some of the requirements. Go tot he app's description page to check for any requirement listed under Details. I have done this and nothing seems to help. I an not able to load any new app. It says I own the Netflix app as I have previously had it on my machine. Any help would be great.
