Information Bar Missing

My daughter is trying to download pinter drivers from HP but ,altho she
hears the bleep when something gets blocked, the "information Bar" does not
appear .So she can't cclick on it to allow the download.Shes has checked the
tools, pop up blocker, settings, and verified that the "show information bar
" is checked.But no bar appears preventing so she cannot download the
drivers.There's nothing to click on to allow the download.
does anyone have any thoughts?

Have her try holding down the CTRL button when she clicks.

What Tool Bars are installed, Robert ? Perhaps an amalgam of Toolbars is
causing this issue. Suggest uninstalling all 3rd party Toolbars if there
are any installed.
Also, the installed Antivirus/security suite *may* contain a pop up blocker.

IF there are no other Tool Bars installed, then is the Filter Level set
to High ? [Tools > Pop-up Blocker > Pop-up Blocker Settings]
