after trying the 2 methods suggested before and failing. How to enable grayed out "Encrypt Contents to secure data" ?

Well i have a TOSHIBA and i am using windows 8 HOME.

i wanted to encrypt a file, but could because that button is grayed out.

I searched and i tried the method using cmd and the method of service.msc. Nothing changed.
