VPN from OSX High Sierra to Server 2016

I am trying to setup Windows Server 2016 Routing and Remote Access VPN from an OSX High Sierra machine to our Windows 2016 Server.

Since the newer versions of OSX no longer have PPTP I setup an L2TP connection. From my Windows 10 Box the SSTP and L2TP connections work fine. From the OSX Machine I get an error that the Server can not be reached. I can see traffic from the OSX machine to the Server 2016, but it never connects.

Does anyone have any other suggestions? Does anyone have this working?
