I have been struggling with getting KMS services configured on my Windows 2016 Standard Server for a few days. My goal is to allow Windows 10 clients and MS Office Pro Plus 2016 to activate properly so I can retire the old KMS server. Since I don't do this but once in a blue moon, it took me a while but I seem to have KMS services installed and the correct KMS host key for the OS.
The host indicates OS Description: Windows(R) Operating System, VOLUME_KMS_WS16 channel
License Status: Licensed
It also shows "Key Management Service is enabled on this machine"
Furthermore I installed the KMS_MLF for Office Pro Plus 2013 and also Office Pro Plus 2016 and added the KMS keys for these to the server without error and see this in the /dlv output:
Name: Office 16, Office16KMSHostVL_KMS_Host edition
Description: Office 16, VOLUME_KMS channel
Name: Office 15, OfficeKMSHostVL_KMS_Host edition
Description: Office 15, VOLUME_KMS channel
The Office 2016 section also indicates "Licensed" however I am puzzled by a few of the other details:
License Status: Unlicensed
Remaining App rearm count: -1
Remaining SKU rearm count: -1
Trusted time: 9/19/2018 8:16:52 AM
Key Management Service is enabled on this machine
Current count: 1
Listening on Port: 1688
DNS publishing enabled
KMS priority: Normal
Key Management Service cumulative requests received from clients
Total requests received: 21
Failed requests received: 0
Requests with License Status Unlicensed: 0
Requests with License Status Licensed: 0
Requests with License Status Initial grace period: 0
Requests with License Status License expired or Hardware out of tolerance: 0
Requests with License Status Non-genuine grace period: 0
Requests with License Status Notification: 21
As I understand it, KMS won't actually start activating products until at least 5 unique clients present for activation. It appears that the server has received 21 requests since I set it up but yet the clients get the response noted in the subject of this post: 0xC004F038 Error (The count reported by KMS is insufficient)
I had thought that maybe the client I was specifically testing on was looking at the old KMS server so I used this command:
slmgr /skms servername.domain.com:1688
(with the specific server name) and I also double checked that the firewall rules are in place correctly on my Host and that the service is using the default port (all seems to be correct).
I still get no activation....
I also called Microsoft to find out if I was somehow using an incorrect KMS host key for Office Pro Plus 2016 and they confirmed that the key I am using is the correct key. I have read an significant amount of information on this subject but nothing that has lead me to a solution. I am hoping that someone can point me in the right direction. I would really like to get my MAK activations switched to KMS soon.
