BITS Startup Type

We have a Win Server 2016. The Server Hosts SCCM with WSUS role installed. What should be the Startup Type of BITS Service on the Server?

I see it is set to Automatic(Delayed Start) but it never starts by itself. When I start the Service it goes back to Stopped state.
