NIC Profile for Domain Controller Public or Private - Will not change to Domain

I have a windows Server 2016 Standard machine running as a Domain Controller. The network profile will not show as Domain. So i cannot even open ADUC and authentication is not happening on the network.

Things i've tried:

Restart the NLA service

Set NLA service to delayed start

Change NIC Profile in the registry

Change profile with Powershell using Set-NetconnectionProfile

Verify DNS settings on the NIC.

Verify gateway settings on NIC

Verify DNS suffix settings

None of the above actions have worked. Can anyone give me any suggestions other than a complete rebuild?
