Hyper-V network latency when host is signed out

I have this weird issue where hyper-v VMs shows latency as soon as the Hyper-V host signs out. The Host server is Windows Server 2012 R2. Pinging from a workstation - the ping times are anywhere between 1 ms to 10 ms when the host is signed off. As soon as i login to the host, the ping times are consistent less than 1 ms. Looked up online for similar issue but found nothing.

I am out of ideas at this point. Any help is appreciated.
