On screen keyboard

when I use one note the onscreen keyboard pops up and is supper annoying. I have tried turning off the setting where the keyboard doesn't pop up in tablet mode but it isn't changing anything. how do I get it to stop or is it a setting you can fix in an update. I would like it to be turned off but If I want it I can turn it on by pressing the keyboard on the task bar.
