Access denied if I try to control service remotely with non-admin in Windows Server 1709

Hi,

with Windows Server 1709 we have the problem, that we can not longer start/stop a service remotely, when the user didn't have admins rights. It works fine for Windows Server 2016 and Windows 2012 R2.

if we try it, we get:
sc \\vx9001 start SNMPTRAP
[SC] StartService: OpenService FAILED 5:Access is denied.

We do this:

The Local Windows firewall is disable (for testing this issue).
